DHS likely to shutdown with funding impasse over ICE

The Department of Homeland Security is now all but certain to shut down over the weekend. Democrats rejected a Republican-backed bill to fund DHS until September 30, and another stopgap bill to fund DHS for another two weeks to allow more time for negotiations. Now, many lawmakers have left town for upcoming recesses. Both sides say talks will continue over the weekend.

The terms of the bill backed by Republicans were largely unchained from those they had outlined before two Americans were killed in Minneapolis, MN, by Immigration and Customs Enforcement officers. After those killings, Democrats demanded substantial changes to the way ICE operates. Key among their ten core demands were an end to forced entry of homes without a warrant signed by a judge; a requirement for ICE agents to wear body cameras; and a ban on agents wearing masks. The Republicans made a counter proposal earlier this week that did not adequately answer Democrats’ demands.

A recent poll found that 43% of Americans want significant reforms to ICE while 29% want the agency abolished.

Earlier today, Border czar Tom Homan announced that ICE will end its mass deployment in Minnesota, which began in late November 2025.

What will the shutdown affect?

Without a funding agreement at midnight on Friday, DHS will be unable to meet its financial obligations. ICE itself will continue operating as it is due to a $75 billion procurement for the agency in Trump’s “Big Beautiful Bill” last year.

However, the Transportation Security Administration and the Federal Emergency Management Agency are among many DHS agencies that will be impacted. TSA agents will have to continue working without pay, which will likely lead to delayed flights. FEMA will be unable to issue emergency funds as well was already-promised recovery funds.
