Judge rules Trump admin must restore legal status to thousands of immigrants who used CBP One app
A federal judge has ruled that the Trump administration must restore lawful immigration status to hundreds of thousands of people who came to the US using the CBP One App. US District Judge Allison Burroughs found that the administration had exceeded its authority by canceling parole for these asylum seekers en masse in an April 2025 e-mail.
The Biden administration created the CBP One app in 2023 to address a chaotic situation at the US-Mexico border. The app allowed people seeking entry into the US to make an appointment at a point of entry to apply for asylum and granted “parole” in the United States while their court cases played out. Nearly 990,000 people entered the US using the CBP One app between January 2023 and January 20, 2025. The day Trump entered office, the app was shut down and all 270,000 pending appointments were canceled.
The app was later purposed as CBP Home whose sole purpose was to encourage migrants who had entered the US using the CBP One app to self-deport. In April 2025, the Department of Homeland security sent out a mass email to former CBP One users informing them that their parole had been terminated and instructing them to leave the US immediately.
The Trump administration is likely to appeal Burroughs’ ruling. The administration suffered two other notable judicial setbacks today. One judge ruled that Trump’s order to block funding for NPR and PBS unconstitutional and another ordered Trump to stop construction on the White House ballroom.
