Born September 11, 1967, in Tippah County, Billy was the son of the late Jack and Martha Taylor Culver. He received his education from Blue Mountain High School, where he was a star football player all throughout high school. After school, Billy could be found hanging out with friends, cruising up and down the roads of Blue Mountain, and being a little “mischief” at times. He was the kind of guy you wanted him in your corner, as he always protected his family and was never scared to roll up his sleeves and “take matters” into his own hands. Even though Billy had his wilder days, he began to settle down once he met his sweetheart, Debra Jane “Debbie” Grace Culver.

The two married, living life to its fullest and caring for one another. Billy worked hard to for his family, as Debbie was diagnosed with cancer not long after she found out she was pregnant with their son, Zachary. Billy was so excited to be a father, and once Zachary was born, he devoted his life to being the best father possible. As Debbie grew ill, he was a faithful husband, who constantly cared for her, never leaving her side. On September 21, 2005, Debbie passed away due to her sickness, leaving Billy to care for Zachary.

As Zachary grew older, Billy was always there for him, giving him the best life possible. They looked out for one another, as Billy would share interests with Zachary. Whether it was riding four wheelers together, going down to Dumas Lake to swim, or stopping by little Cesar’s every day to get him a pepperoni pizza, he never stopped providing for him. Billy was a wonderful father, devoted husband, and loving brother. He was a big man with an even bigger heart, who believed firmly in protecting those you love and working hard for what you have. Although we will miss him deeply, Billy’s smile will always be etched in our hearts, his laughter echo through our mind, and his never-ending love for family is a reminder to us all that we should cherish those we love most.

Those left to share his memories include his son, Zachary Wayne Culver, his stepdaughter, Felecia Adams (Kevin), his stepson, Anthony Ray Pilkington, two sisters, Joyce Decanter (Marshall), and Barbara Wilbanks (Billy), one brother, James Culver, his aunt, Mary Frances Conn, three grandchildren, a host of nieces and nephews, and many special cousins, including Dianne Conn, Terry Conn, and John Taylor,

Billy was met in heaven by his wife, Debbie, his parents, Jack and Martha Taylor Culver, and his grandparents, Henry and Mary Thomas Taylor, and Jack Culver, Sr.
