Board of Supervisors 8-18-2025: Cheryl Davis introduced as new interim UCDA coordinator, Supervisors approve new website for online tax payments
At the Board of Supervisors meeting on August 18th, Cheryl Davis was introduced as the new Interim UCDA coordinator. The board addressed a tax appeal, a new contract scheme for commercial dumpster rentals, a request from the tax assessor for a new website for online payments, and other county business.

Personal appearances
Jan Cossitt introduced Cheryl Davis as the new part-time Union County Development Association coordinator. Ms. Davis retired last year after 31 years with Medicaid services in New Albany.
Raquel Rosamond from Lifecore Health Group addressed the board. She spoke about the group’s work serving children and youth who have had behavioral issues or contact with the justice system, and their families. Their work helps to keep these kids integrated in the community, in school and out of jail. Ms. Rosamond also talked about Lifecore’s involvement with the 988 crisis line, providing 24/7 counseling and facilitating interventions if necessary. She thanked the board for their support and cooperation.

All agenda items (2a-9a) were approved.
One of the items included two estimates submitted for repair make the county courthouse clock functional again. Chancery Clerk Annette Hickey said they had received a quote from S&N Clock Repair for $19,000 and another from Spurlock Clock and Watch Repair for $56,000. County Attorney Chandler Rogers reviewed both proposals and said the S&N bid had all the same itemized work the Spurlock proposal had. County Administrator Terry Johnson added that S&N was offering an annual maintenance guarantee for $1500 per year after repairs were completed. The board moved to accept the lower bid from S&N along with the annual maintenance package.
The board decided on a date for the 2026 FY Budget and Ad Valorem Hearing on September 15th and approved advertising for this date.
Solid Waste contract change for rental of commercial dumpsters (28:22 timestamp)
Mr. Owens submitted an item not on the printed agenda pertaining to solid waste. He said the county was having problems with getting paid for commercial dumpsters that were rented out. He said that from now on, the county would pick up the dumpsters of those who weren’t paying and require them to sign up for automatic bank drafts if they want the use of a commercial dumpster. The new automatic withdrawal contract will also apply to anyone wanting a new contract. Nothing will change for current customers that are paying on time.
Hearing for objections to 2025 personal/real property assessments (31:40 timestamp)
Ms. Hailey Taylor submitted to the board a request to have her property changed from a class 2 15% annual rate to the 10% owner-occupied rate. Ms. Taylor explained that her mother had passed away in 2021 from brain cancer. Her mother did not have a will, but Ms. Taylor was her sole heir. Tax Assessor Tameri Dunnam explained that Ms. Taylor wanted a homestead exemption which would entitle her to a 10% tax rate, but that she had not submitted paperwork showing the deed to the property had been transferred to her name. Ms. Taylor’s mother had been disallowed from the homestead exemption before her death because of a trailer on her property. The board voted to take Ms. Taylor’s request under advisement but that she must go through the necessary process to have the deed transferred to her.
Further tax office business (43:00 timestamp)
Ms. Dunnam submitted to the board a change to a reduced rate for a property in New Albany that had been converted from a duplex to a single owner-occupied residence. The change was approved.
Ms. Dunnam also raised the need to create a website that would make it possible for property taxes to be paid online. She said that a company called Government Window will build the tax office “a free website” to make that possible. The website would still route electronic payments through Delta Solutions. Dunnam said it would cost $2500 to get the website started, and then Delta would receive a $175/month fee thereafter. Government Window would then charge a convenience fee for those paying online.
There followed some discussion about creating a website for the county. Ultimately, the board approved the creation of the Government Window website for the tax assessor’s office and said they would consider further options for other county services.
The board was then adjourned until Sept. 2, 2025.
