Board of Supervisors increase storm debris removal contracts and approve repairs (3-2-2026)

Board addresses storm debris removal contracts as well as repairs to county property
(Timestamp 5:18) (Agenda item 1e) The county will advertise bidding requests for debris removal and removal monitoring in the Gazette in the coming weeks. County Administrator Terry Johnson explained that FEMA requires local governments to issue Requests for Proposals for contracts to continue recovery, repair and clean-up work following a natural disaster. The county already has an existing contract with two companies on an emergency basis, which is allowable for the first 60 days.
(Timestamp 6:44) The board agreed to double the total maximum for the initial contract with Looks Great for debris removal from $2.5 million to $5 million. Board President C.J. Bright explained that they were already nearing the current cap for services performed. The cap may be raised again later if necessary.
(Timestamp 7:30) The board then voted to raise the maximum cap on the initial contract with Debris Tech for monitoring debris removal (as required by FEMA for later reimbursement) from $500,000 to $1.5 million.
(Timestamp 8:05) Bids for painting the exterior of the chancery building were submitted by Harden Painting LLC for $13,750, and by Black Step for $15,000. The board accepted the lower bid.
(Timestamp 9:23) The board discussed quotes for replacing the gutters at the chancery building. The first quote was from Gutter Gutter for $2,130 and the second was from Crop Gutters for $2400. The lower bid was accepted
(Timestamp 10:29) Next the board examined quotes for re-roofing the DHS building which was damaged by trees in the recent ice storm. Gafford Building bid $20,400 and Dewees and Swearingen Roofing bid for $22,620. The board accepted the bid from Gafford Building.
Other county business
(Timestamp 11:30) The board approved a workorder for the New Albany/Union County Airport project. Terry Johnson explained that the work was paid for by a grant from the FAA.
(Timestamp 19:24) Quotes were submitted for lights and accessories for an Emergency Management truck (to be purchased for $70,000). First quote was from Comms South Mission Critical Solutions for $5,295.95 and the second was from Leflore Communications for $5,674.15. The lower bid was accepted
(Timestamp 24:49) The board discussed quotes for a Vail 77″ cutter deck for a skid steer. First quote was from Bobcat-Williams in Oxford for $13,500 and one from Scruggs for $16,500. The board accepted the lower bid.
(Timestamp 26:20) All the bids were not in for the trailer for the Road Department so the board struck the item from the agenda.
All Sheriff’s Department, Tax Assessor and Volunteer Fire Department items were approved. The board then adjourned to Monday, March 17, 2026.
