Personal appearance

(Timestamp 1:00) The gentleman slated to address the board at the beginning of the meeting was escorted from the room after using profanity. He had been warned in advance that he would be asked to leave if he used any vulgar language. It is not clear what topic he was planning to address with the board.

Board agenda

(Timestamp 2:50) Board attorney Chandler Rogers discussed the latest settlement with opioid manufacturers and distributors who fueled the years-long opioid crisis. Several manufacturers have reached restitution settlements with counties and municipalities across the country who were impacted by the crisis. Rogers said that this litigation had been ongoing since 2017 or 2018. The board moved to formally accept the latest settlements and approve Supervisor Steve Watson as signer. There was no discussion of the dollar amount or what the funds would be used for.

(Timestamp 3:55) A public hearing was set for May 18 at 10 AM to discuss a request to clean up a property at 1008 CR 221.

(Timestamp 8:10) The board accepted new contracts with Looks Great (debris removal) and Debris Tech (monitoring of debris removal). These are long-term contracts to replace the emergency contracts following the ice storm earlier this year. The board set an initial cap for debris removal at $5 million and $1 million for the monitoring. These caps may be raised at later meetings. These funds should later be reimbursed to the county by the federal government.

(Timestamp 11:00) 2A Investments own the Circle Track properties off CR 172 and 173 has submitted a site plan for approval to subdivide the property under the mobile home ordinance. Out of 20 total lots, at least 30% will have to have conventional foundations. All the lots are at least one acre and some are much larger. The board approved the site plan.

Department business

(Timestamp 14:40) Chancery Clerk Annette Hickey explained that 114 homestead exemptions had to be adjusted, either allowed or disallowed. This can be due to incorrect information from the taxpayer, or the taxpayer applying for homestead exemptions in two different counties, or other instances of noncompliance with tax laws. The board approved moving ahead with the adjustments.

(Timestamp 21:19) The board approved a request from the Emergency Management Agency for the issuance of a burn ban due to dry conditions. The request will be forwarded to the forestry service for approval.

(Timestamp 23:40) The decision on purchasing trailers for the road department was deferred again. (Timestamp 24:55) Quotes for purchasing culverts were discussed. G&O Supply submitted a bid of $18,892.68 and Fulton Pipe and Construction bid $19,185. The bid from G&O was accepted. They did not raise the issue of quotes for a grappler.

All other items not specifically mentioned here were approved and the board adjourned to Monday, May 4, 2026.
