Trump, Democrats reach deal to avoid prolonged shutdown; House must still approve it

President Trump and Senate Democratic leadership have reached a deal to avoid a potential government shutdown this weekend. Democrats had threatened to hold up appropriations bills because they included funding of the Department of Homeland Security, the parent agency of Immigration and Customs Enforcement. Following two killings and thousands of controversial arrests by ICE in Minneapolis, Democratic officials are demanding new guardrails for ICE operations. They include:

  • An end to roving patrols
  • Requiring ICE to have a warrant signed by a judge before entering homes.
  • Requiring ICE agents to wear body cameras.
  • Barring agents from wearing masks.
  • Following the use-of-force protocols of local police.

The deal struck by Trump and Democrats will fund DHS for two weeks, giving more time to negotiate new restrictions for ICE. Democrats will vote to advance other appropriations bills to avert a shutdown.

The bill must be signed by midnight on Friday to prevent a lapse in funding. The deal must still be approved by the House, which is currently out-of-session until Monday. Speaker of the House Mike Johnson says it will be difficult to call the body’s members back to Washington, D.C., from their home districts in time. This may result in a brief partial shutdown.
