Consent agenda

There were no personal appearances at the beginning of Tuesday’s meeting, so the Board proceeded to the consent agenda. All items under subheadings 1(a) – 1(c) on the agenda were approved.

(Timestamp 03:20) The board heard two quotes for work on gutters at the county jail: one from Brock Gutters LLC in Myrtle to remove old steel gutters and install new ones for $12,500; the other was from Riverland Gutters in Thaxton, MS, to remove old gutters for $15,300. The board accepted the lower bid from Brock Gutters.

The board also approved the proposal to help maintain the portion of the Brice’s Crossroads Battlefield that lies within Union County. County Administrator Terry Johnson said it would cost about $3,655 per year.

(Timestamp 06:30) The board approved changes to contracts for rentals of commercial dumpsters that were addressed at the last meeting. Under the proposed changes, the county will pick up the dumpsters from anyone who is more than 2 months delinquent in paying their rental fee and require them to sign a new contract to get the dumpsters back. The new contract requires an automatic bank draft. Any new customers who want to rent a commercial dumpster will also have to sign the new contract. Any existing customers who are paying on time will be able to stay on their current contract and payment plan.

Budget status

(Timestamp 07:35) County Administrator Terry Johnson said the budget is still being finalized and discussed a few special expenditures outside of routine costs. Johnson said they had advertised no tax increase for the county and most routine expenditures would remain stable. However there may be about a 1 mill increase for the schools budget, but that is a mandatory increase. He said the biggest changes were two large capital project funds for the industrial park and a water tower. He mentioned the purchase for two $498,000 fire trucks and said three more were needed. One purchase will come under the 2026 budget and the other under the 2027 budget.

Johnson also mentioned a change to $2000 in county funds for children’s advocacy. He said the previous recipient, Family First, had disbanded and that another organization, Easterseals, had requested to take on the work for $2000.

Other budget items mentioned:

Airport appropriation: $10,668

The board approved all the budget figures.

Other business items

(Timestamp 15:00) All other items on the agenda were approved. 6(b) was approved pending approval from County Attorney Chandler Rogers.

(Timestamp 21:45) Tax assessor Tameri Dunnam raised again the discussion of a website for the county and for the tax assessor’s office. She said that she couldn’t do a county-wide website for all services on her own. The board seemed to reconsider its approval last week for a Government Window website solely for the tax assessor’s office to receive online payments, favoring instead a single website for all county services. County Administrator Terry Johnson said he would speak with other vendors that might address the board with proposals.

The board then adjourned to an executive session to discuss opioid litigation but offered no further details.
