Supervisors raise storm debris cleanup cap again and approve equipment purchases (3-16-2026)

America 250
(1:00) Billy Jean Stroud asked the board for approval to use the Courthouse lawn for the America 250 celebrations on June 27, 2026. She said there would not be tents or vendors but they will have family-oriented activities, local music and food. The event will be from about 3:30pm – 8:30pm, and then at 9pm there will be a fireworks show with the fireworks shot over the river. Board President CJ Bright said he was unsure whether the event would coincide with renovations on the courthouse. The board is waiting to hear from the Mississippi Dept. of Archives and History but said they could potentially start the renovations after the America 250 celebration. The board took no formal action but said they would do their best to accommodate the celebrations, if not at the courthouse then somewhere else.
Board raises storm cleanup contract cap and approves new courtroom equipment
(4:18) Board agenda items 2a-2h were approved with minimal discussion. (At 6:04) The board approved raising the cap on the emergency service agreement with contractor Looks Great for storm debris removal from $5 million to $10 million.
(9:00) After approving the Chancery Clerk item on the agenda (3a), the board added a second item (3b). Chancery Clerk Annette Hickey explained that it was for quotes for electronic equipment for the court that will enable proceedings to take place over Zoom and have exhibits shown on a screen. The two quotes were from BCI for $9,946.59 and from NEAT for $13,912. The board accepted the lower bid from BCI
Circuit Clerk, County Engineer and Medical Examiner items were swiftly approved.
Road Department
(13:05) The board received two quotes for the purchase of trailers for the Road Department. The quotes were for two different kinds of trailers. The first type was a 25′ flat – 5′ dovetail – 15 ton trailer. First bid was from C&W Custom Trailers for $18,400 and the the second was from Econoline Trailers for $23,985. The quotes were taken under advisement. The second trailer type was bumper pull equipment trailers (7 ton). C&W submitted a quote for $6,850 and Williams Equipment bid $9,360. The board accepted the lower bid from C&W.
The board approved a request to declare a used pug mill (which prepares cold mix for use on roads) as surplus property. They also authorized the sale of the pug mill to Tippah County for $20,000.
Purchase approved for new truck for Sheriff’s Department
(19:40) The Board reviewed two quotes for a 2025 Ford truck for the Sheriff’s Department. First quote was from AutoNation Ford in Memphis for $54,822.37 and the second was from Cannon in Pascagoula, MS, for $54,737.12. The one in Pascagoula was cheaper but further away. However, the Cannon Ford truck also has about $2000 worth of extras more than the AutoNation truck, including a sprayed-in bed liner and an extended fuel tank. The board accepted the lower bid from Cannon and Supervisor Chad Coffey said he would call and find out if the Cannon would deliver the truck. A request to amend the budget for Seized Assets Fund for vehicles by $20,000.00 was also approved
The board quickly approved the Tax office items and adjourned to Monday, April 6, 2026.
